Fleet issues on 2.17.0: what to pick

The 21 open items in the UI Project Board, Fleet view (label area/fleet, excluding Ice Box / Done / QA / To Test). All are on milestone v2.17.0. Snapshot 2026-10-21. I read every issue and its comments and checked the bugs against current master.

My suggestion: 7 issues, about 27 points

  1. #13718: remove GitRepoRestrictions. The backend drops them in 2.17.0 (rancher/rancher 57774), so the UI has to follow. This one isn't optional.
  2. #13946 + #15411: Fleet performance. It's P0 and already in progress. Land PR 18229 (BundleDeployments + Clusters) and close the investigation issue.
  3. #19337: YAML overrides editor for HelmOps. Its dependency (PR 19354) merged on Oct 16, and the spec is already written.
  4. #16773: manage Fleet-created secrets. Users can create secrets but can't delete them, which is a real gap. It also unlocks #14433 and #18153 later.
  5. #14142 + #18309: two small form fixes (auth type by URL, required OCI version). These are cheap and user-reported.

After those, I'd verify and close #16239, #14548 and #13563. That's 3 fewer items with almost no work. Everything marked Blocked or Later is waiting on the Fleet team, UX or PM, so I'd move those to 2.18.0 instead of carrying them along.
